KPI: A cadastral performance monitoring system

On June 10 and 11, the second of the seven special training actions was carried out in the framework of the CV Special Rolling Work Plan.

The session was conducted by Ana Martos, a senior official at the Spanish Cadastre. She is a lead specialist in KPI systems and is in charge of monitoring and supervising the cadastral indicator system of the General Directorate of the Cadastre.


Economic and technical Key Performance Indicators (KPIs) of cadastral registration systems, legal acts that regulate KPIs, methods for calculating KPIs, reporting forms for evaluating the effectiveness of a cadastral registration system: The Spanish Ministry of Finance has a system of effectiveness, quality and efficiency indexes by which it measures and synthesizes the activity of all its offices and employees.

They measure which tasks need to be done, which have been done and which are still pending, and with what means they have been performed. For more than 20 years, the General Directorate of the Cadastre has been adapted these indexes to establish its plan of objectives,.

The development of a Strategic Plan allows the Cadastre to draw up the necessary way of achieving its goals. Any proposed strategy implies active participation of all members of the cadastral organization, managers and employers in general, whose work must prioritize the operative goals, allow the correct use of the resources, and guarantee the best quality of the process and cadastral products.

Management by Goals is the essential way in a complex organization such as the Cadastre, a technique that allows converting strategic goals to specific goals for all Cadastre personnel, avoiding repeated efforts and distracting resources in non-fundamental activities.


  • The first objective of this training action was to publicise the Strategic Plan of the General Directorate of the Cadastre.
  • In addition, the second objective was to show the performance management system that the Spanish Cadastre has to monitor all its cadastral indicators.

Strategic Plan

The DGC draws up its Strategic Plan every four years. The coverage period of the current Plan is from 2016 to 2020.
It is a key element in the management of this Directorate General.

The degree of compliance with this Plan is monitored annually.

SIECE: KPI system of the Spanish Cadastre

The Plan of Objectives set by the DGC Strategic Plan is monitored and supervised using the SIECE system.

The Plan of Objectives implies the assignment of a workload and the supervision of its fulfilment.

The SIECE system measures the total number of tasks performed by the organization, then calculates the rates of effectiveness, efficiency and quality.

Both are automatic data loading processes, which facilitate subsequent data analysis. These two processes are complementary and allow us to obtain complete information on the operation of our Organization.

SIECE’s indicators remain constant over time; some objectives may change from one year to the next.
